In 2010 the NM Environmental Improvement Board (EIB) set a science‐based 
cap on carbon pollution.  The carbon pollution reduction law requires 
facilities that emit more than 25,000 metric tons of carbon pollution 
per year to reduce emissions by 3 percent per year from 2010 levels 
starting in 2013. 

The EIB voted the petition into law in December 2010, establishing 
landmark clean energy policy.  The carbon pollution reduction law was 
based on substantial evidence: over 200 hours of scientific, economic 
and public testimony.  The costs of this regulation will, at most impact 
electricity prices by 1% per year, and will impact the oil and gas 
industry less than a percent.  These industries are already seeing price 
increases and fluctuations. PNM's most recent electricity rate increase 
was 20%.  Any potential added costs will be more than offset by economic 
gains enabled by the carbon pollution reduction law. 

PNM, with Governor Martinez’ active endorsement, is now seeking to 
repeal this law in both the Court of Appeals and in front of a new EIB. 
The organization, New Energy Economy has taken the position that PNM’s 
repeal hearing before the EIB is improper because it essentially usurps 
the “review” power of the Court of Appeals. The public is invited to 
offer testimonies in person during this discussion regarding NM's Carbon 
Pollution Reduction Rule to defend oppose this repeal.  Individuals may 
also sign this petition

Learn about PV technology and how to make your own PV panel with Dr. 
Richard Komp!

As part of this two day workshop, participants will build small solar 
battery chargers to take home with them. The workshop will also include 
time for explanations of how PV cells work and new developments in PV, 
with an informal session to ask about other PV or solar-related interests.

Dr. Komp has over 50 years experience with solar and PV. He invented 
several solar devices, authored books including “Practical 
Photovoltaics” and published numerous articles on solar technology. Dr. 
Komp is involved with several solar organizations and currently travels 
the world giving workshops on solar /PV technologies and applications.

This workshop is ideal for anyone wanting to learn a low tech way to 
make photovoltaic modules, and also suggested for health care 
professionals or others working overseas or in low income communities 
seeking low cost renewable energy technologies.

All proceeds will assist in bringing Dr. Komp to ABQ and benefit the 
Africa Health Net project. The workshop is limited to 15 participants.
